OBIETTIVI DEL PROGETTO

The project

UniGov project seeks to address weaknesses in the existing governance systems across HEIs in Palestine.  By establishing a comparative study with European benchmark universities, the project seeks to establish a governance framework and then adopt innovative practices to improve existing structures.

Overall Objective

Achieving good governance practices at Palestinian HEIs, including institutional values such as autonomy, accountability, participation, clarity of institutional mission and goals, and well-structured management systems that assures the implementation of these practices.

Specific Objectives

  • Create an enabling environment to adopt decent governance, management and accountability practices
  • Establish a clear governance framework, including well-defined and clear mission and goals
  • Establish an effective governance and management structures
  • Stimulate autonomy and accountability
  • Strengthen links with different stakeholders (i.e. improve participation) in strategic planning and development activities (this will reduce the gap between recent graduates and the industry).

UniGov project also aims at improving the quality of higher education in Palestinian universities as it will improve the communication between the university and the labor market/other stakeholders (increase participation). In addition, it will form a strong basis for the university excellence toward internationalization through establishing partnerships with European institutions.

IL RUOLO DEL DIPARTIMENTO

The DISAG Department is the leader of WP1, Preparation and desk research and one of the mail task is the Design and preparation of a diagnostic tool to be used in the development stages (WP3-T3.1 & T3.2) in order to provide a clear understanding about the current practices of university governance in the partner countries’ consortium members.

The DISAG team presented the tool during the project meeting held in Siena (more detail at the link below).

The UniGov tool developed during WP1 is based on three different steps:

 

The first provides the identification of which aspects are perceived as more important and should be addressed first. Using the AHP methodology, a weight system is created and included in TOOL; these results enable realisation of a first training need assessment.

The second is based on a self-evaluation carried out by each partner of its own governance arrangements; this step is based on development of a matrix where the horizontal axis shows the strategic activities of each HEI (TEACHING, RESEARCH and the so-called THIRD MISSION) while the vertical axis shows the different dimensions (AUTONOMY, ACCOUNTABILITY, MANAGEMENT TECHNIQUES and PARTICIPATION) and subdimensions characterising the issue of governance. Each subdimension is broken down into several indicators to be investigated by each HEI.

 

The third is linked to the PARTICIPATION dimension, which enables identification of relevant stakeholders in relation to each specific dimension and activity, resulting in a stakeholders map.
